The plot centers around the response of the Israeli government to the tragic events of the Munich massacre. As the film progresses, we see Avner's moral certainty begin to waver, and he becomes haunted by the consequences of his actions. This internal conflict highlights the human cost of violence and raises questions about the effectiveness of revenge as a means of achieving justice.
