Xinhua News Agency (previously Red China News Agency, 1931–1937) published Reference News. Xinhua, the official news agency of the Chinese government, translates and republishes items from other news organizations. It was the sole official conduit for the Chinese population to see the outside world before the 1980s.
Reference News was once exclusively available to cadres and their families, but due to increased competition, it was made available to the entire Chinese population, and its readership decreased from 11 million in 1980 to 4 million in 1985.
