Mullett, a Washington architect who is said to have drawn a crude sketch of the layout on a tablecloth at the Berkeley Springs Hotel. Berkeley Castle in Gloucestershire, United Kingdom, may have influenced the design. Snowden Ashford, who created Washington's Eastern Market, apprenticed for Mullett, and is also credited as an architect, was in charge of the detailed design and construction supervision.
