Makishima Shogo
Makishima Shogo is a criminally insane person who aims to free Japanese society from the Sibyl System. He believes its population is converting into non-thinking robots rather than independent-thinking human beings. Due to his criminally quiet nature, he could commit crimes without alerting the Sibyl System. This is why the Dominators were unable to take action on him, defeating Kogami's goals.
He is a dark humanist: someone attracted by the worst aspects of human nature and has little concern about witnessing or causing the pain of others. He has the capacity to persuade people into doing his will, thanks to his unusual charisma and true skill for persuasive conversation. He has no concerns about killing individuals who get in his way.
He enjoys reading futuristic literature and Shakespeare and has extensive knowledge of the Christian Bible. He is frequently observed reading and occasionally quoting texts from these publications. Despite his evil intentions and actions, Makishima's Psycho-Pass remains spotless and is what actually distinguishes him from the rest of humanity.
Makishima Shogo expresses a desire to witness "the splendor of people's souls" and openly hates humanity's way of life. Despite the fact that he is forcing them to do so, he believes his actions will encourage individuals to analyze their intentions and make decisions about their lives based on their own free choice.
