NOT as conservative as many of you might think
The United Arab Emirates (UAE) is a federation of seven states that has risen from obscurity to become one of the Middle East's most prominent economic hubs. Although the UAE's administration is usually conservative and authoritarian, it is one of the Gulf's most liberal countries, with diverse cultures and faiths largely tolerated.
Because the UAE is based in Islamic customs, especially in cosmopolitan Dubai, follow the lead of long-term expats and dress modestly to respect the culture. Clothing should cover the tops of arms and legs, including the knees, for both men and women.
Although most malls have a clothing code posted near the entrance, people rarely obey it. Women (and men) are frequently seen wearing shorts and t-shirts, or even short gowns. Yes, other emirates such as Abu Dhabi and Sharjah are far more conservative than Dubai, and visiting a sacred location such as a mosque requires you to cover your arms and legs completely. However, at the beach or while dining out or partying in Dubai, you are free to wear anything you like.
