The University of Oslo ranks first in this list of the best universities in Norway. It is a public research university and Norway's oldest university. The university was placed 63rd in the Times Higher Education World University Rankings in 2016, making it the highest-ranked Norwegian university.

The university was created in 1811 and was modeled after the Universities of Copenhagen and Berlin. It was given its current name in 1939 and was named after King Frederick VI of Denmark and Norway. The institution is sometimes known as Universitetet colloquially, as it was the sole university in Norway until 1946, and was previously known as "The Royal Frederick's" (Det Kgl. Frederiks).

Eight faculties make up the university's research organization. Dentistry, Educational Sciences, Humanities, Law, Mathematics and Natural Sciences, Medicine, Social Sciences, and Theology are the faculties in question. The university's original campus, which was heavily influenced by Prussian architect Karl Friedrich Schinkel's neoclassical style, is located near the National Theatre, the Royal Palace, and the Parliament in Oslo's city center. The Faculty of Law remained on the old campus, and the majority of the other faculties were relocated to the Blindern campus, which was built in the 1930s in the suburb of West End. The University of Stavanger (Universitetet I Stavanger) is a Norwegian university with its headquarters in Stavanger. When the former Stavanger University College was granted university status in 2005, UiS was born.

The University of South-Eastern Norway, or USN for short, is a state university in Norway and one of the best universities in Norway. It also have campuses in Bø, Telemark, Porsgrunn, Notodden, Rauland, Drammen, Hnefoss, Kongsberg, and Horten. USN is the result of the merger of three former university colleges, Telemark University College, Buskerud University College, and Vestfold University College, which formed the University College of South-Eastern Norway between 2014 and 2016. On May 4, 2018, the King-in-Council granted the school full university status. It has 1,360 people and educates 17,152 students.

The University of San Diego offers 88 undergraduate programs, 44 master's degrees, and eight doctoral programs. In terms of student numbers, USN is one of Norway's major higher education institutions. Several courses, such as optician study in Kongsberg and writer's study in Bø, are offered only in Norway by the institution.

The former eight faculties of Telemark University College, Buskerud University College, and Vestfold University College were reduced to four faculties and 36 departments on January 1, 2017.
