    This narrative is based on the horrific Hwaseong serial killings, which occurred between 1986 and 1991. (which was also the basis for time-travel K-drama Tunnel). However, the plot in this series is set in 1996, with early flashbacks showing a girl being brutally killed by an unknown assailant while strolling alone at night. This was the first of several killings in which the authorities were left with no strong leads to the perpetrator. As the city is seized by panic, Police Inspector Yang Cheol Gon (Sung Dong Il) believes the killer is Ha Il Sik, a mentally challenged man who committed himself to establish his innocence.
