Yes, Al-Athar is a restaurant located among the ruins of an ancient Roman city, it is also one of the best restaurants in Libya. It's a particularly romantic site, with its open front facing out into a 1st century, completely preserved Roman arch. You'll dine outside in the Mediterranean wind (excellent weather 9 months of the year) under the shade of a 2000-year-old Roman arch (Marcus Aurelius), surrounded by old Roman marble and stone carvings. You can even touch the stones and take selfies with them, unlike most other historic sites across the world.
The meal is delicious and well-presented typical Libyan fare. As others have mentioned, the typical local cuisine of Libyan soup, as well as the goat casserole, are both excellent. The fish is always good, and it was landed only a short distance from the port. They serve typical Libyan dishes such as baby camel cooked in a clay pot that they smash right in front of your eyes! Come here at night for a terrific atmosphere.... The only disadvantage is that it is rather costly.

The Storico Ristorante Italiano was founded by the Italian government in 1927 and is a UNESCO-protected masterpiece of colonial architecture. It is well located in the city center, near to the Tripoli International Fair, for social gatherings and business lunches. The eatery has wireless and well-spaced tables to facilitate businessmen's confidentiality. Also great for meals with the family or romantic nights.

Mat'am Al-Saraya is located on the east side of Green Square and offers two types of eating. It's a round building on the south side of the road, but the red sign is all in Arabic, so if you can't read Arabic lettering, you'll have no idea what it's called. The Castle restaurant is the translation. On the second floor, world cuisine is served in a more formal setting. The cuisine is adequate but not exceptional, and it is a little pricy up there.
There's pasta and fish, risotto and chocolate cake, in short, a mishmash of meals with no clear theme. The first level and the outside areas, in my opinion, are the nicest parts of the facility. Salads, burgers, mixed meat grills, french fries, and sandwiches are all available here. You get a lot of wonderful cuisine for a reasonable price. They also serve sheesha, so it's a good spot to go if you want to try some. In the cooler months, they set up tents outside to accommodate year-round use. It cannot be denied that this is one of the best restaurants in Libya.

Barakoda is one of the best restaurants in Libya, which offers the table for team-worker dinner. The table was well-organized, and there was enough capacity to cover all orders. There are at least three levels of dining, with the exception of the ground floor, which has a view of the Mediterranean.
For people who enjoy seafood, this is a fantastic place to visit. Fresh fish is available to eat. They have some excellent blood-lemon dishes, and you should get a Mid-Spicy Pasta with either marine fruits or grouper. This restaurant serves a variety of fish and seafood grills, as well as pasta and rice cooked in fish sauce and salads as side dishes. The only drawback is that you must wait a long time for your dinner to be served. The staff is pleasant.
